By-Transfer Recruitment Note:- 1. In the case of appointments By Transfer, a ratio 2:1 shall be maintained from the following two units, namely: i) Appointed as Teachers in Government Primary School and continuing service as a Teacher. ii) Appointed as Teachers in Government Higher Secondary School, Vocational Higher Secondary School, High School and Teacher Educators in the Institutes of Teacher Education and continuing service as a Teacher. 2. If qualified hands are not available in item number (i) of Note 1 above, the vacancies shall be filled up from item (ii) and vice versa. In the absence of qualified hands in both items (i) and (ii) above, the vacancies shall be filled up by direct recruitment. 3. Candidates who apply for By-Transfer recruitment should obtain a service certificate in original in the form specified in ANNEXURE from the Head of the Institution in which they are working as Government Primary School/ High School/ Higher Secondary School/ Vocational Higher Secondary School Teachers or Teacher Educators in the Institutes of Teacher Education and they shall produce the same as and when required by the Commission.

Upper age limit for appointment by transfer shall be 50 years as on the first day of January 2025.

1. Masters Degree with not less than 50% marks in Tamil Language and Literature from any statutory University established in India. 2. M.Ed Degree with not less than 50% marks with specialization in Language Education or Methods of Teaching Tamil from any statutory University established in India. 3. Not less than three years regular teaching service as Teacher Educators in Teacher Training Institutes under the Government or as Primary Department Teacher or as High School Teacher or as Higher Secondary School Teacher or as Vocational Higher Secondary School Teacher in the Government Schools in Kerala.

Note :- 1) Candidates who have acquired Non-qualifying degrees viz. Ph.D/M.Phil/Post Doctoral Fellowship will be awarded weightage marks provided that such non-qualifying degrees shall be in the subjects pertaining to the basic qualification stipulated for the post.Weightage marks for non qualifying degrees for ranking will be awarded as detailed below. Non-Qualifying M.Phil - 2 marks Non-Qualifying Ph.D- 4 marks Both M.Phil & Ph.D (Non-Qualifying) -5 marks Post Doctoral Fellowship - 2 marks 2) Non-Qualifying degree means the additional qualifications which are earned apart from the qualifications insisted on as essential qualifications for the post. If Ph.D/M.Phil/Post Doctoral Fellowship is reckoned as necessary qualification for the post,weightage marks will not be awarded for it. 3) Weightage marks will be awarded only to those non-qualifying degrees which are claimed in the Qualification,Weightage Details and Declaration links of application and which are acquired on or before the last date for receipt of applications. 4) Rule 10 a (ii) of part II of KS&SSR is applicable. 5) The Degrees / Diplomas awarded by UGC approved Universities or Institutions established through an Act passed by Parliament/State Legislative Assembly in accordance with the condition laid down in G.O (M.S) No.526/PD dated 17/07/1965 are acceptable for appointment in Government Services. 6) Candidates who claim equivalent qualification instead of qualification mentioned in the notification shall produce the relevant Government Order to prove the equivalency at the time of certificate verification. Then only such qualification shall be treated as equivalent to the prescribed qualification. 7) In addition to the qualifications prescribed in the notification, the qualifications recognized by Executive Orders or Standing Orders of Government as equivalent to a qualification specified for a post, in the Special Rules and such of those qualifications which pre-suppose the acquisition of the lower qualification prescribed for the post, shall also be sufficient for the post. The copy of the Government Orders declaring equivalent / higher qualifications shall be produced as and when required by the Commission. Probation : Every person appointed to this post shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years. Reservation of Appointments : The rules relating to Reservation of Appointments (as per KS & SSR Part II Rules 14 to 17) shall not be applicable for this Post.
