By transfer from any other class or category of the general subordinate service or from any other service. Note: 1:- Appointment by Transfer and by Direct Recruitment shall be made in the ratio of 1:3. In the absence of suitable candidate for appointment by Transfer/Promotion, the vacancy shall be filled up by Direct Recruitment. Note 2:- Candidates holding low paid posts in the Kerala State Subordinate Services (including Part time Continent Subordinate Service) in the Scale of pay lower than Rs. 9190-15780. can apply for the above post. The applicant should be approved probationer / full member of the Subordinate Services. The applicants should obtain a Certificate from the Head of Office showing their service particulars in the form given below and produce the same as and when required by the Commission.

18-50. ie, only candidates born between 01.01.95 and 02.01.1963 (both dates included) only are eligible to apply for this post.

1. A pass in Standard VII/III Forum. 2. Must possess valid Driving License of 3 years, Standing to drive light motor vehicles with Driver's badge. 3. Proficiency in Driving light motor vehicles (To be proved by a practical test conducted by KPSC during the course of selection.) Note:- Proficiency in driving Light Duty Vehicles will have to be proved at a practical test including H. Test and Road Test. Those who pass H. Test are eligible for Road Test. 4. Medical Fitness:- (a) Ear : Hearing should be perfect. (b) Eye : Distant Vision : 6/6 Snellen Near Vision : 0.5 Snellen Colour Vision : Normal Night blindness : Nil (c) Muscles and Joints- No Paralysis and all joints must be capable of free movements. (d) Nervous Systems – Perfectly normal and free from any infectious diseases.

Note:-(i) Conventional type application will be summarily rejected. Candidates shall apply only through online application available at the Kerala Public Service Commission website. (ii) Separate Ranked lists will be prepared for Eranakulam & Kollam districts in pursuance of this notification. The Ranked List thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment in the ratio of 1:3 for By transfer and Direct recruitment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the lists. In case no candidates is advised from the ranked list till the expiry of the period of three years the duration of the Ranked List shall be extended for a further period of one year or till at least one candidates is advised from the list whichever is earlier. In the absence of suitable candidates for appointment by transfer the vacancy shall be filled up by Direct recruitment. (iii) Candidates should note the name of the concerned District against the relevant column of the online application. Note:- (a) Candidate should submit separate application for Direct recruitment and Recruitment by transfer. (b) Candidate who submit applications for recruitment by transfer should furnish a service certificate in original obtained from the Head of the office at the time of senting application and produced as and when required by the commission. (iv) The selection in pursuance of the notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(Ms)No.154/71/PD dated 27.05.1971. The candidate advised for appointment in Eranakulam Revenue district from the Ranked List prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms)No.4/61/PD dated 02.01.1961. Candidates already in Government Service holding this post, in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified. Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for the post in response to this notification. 3. Low paid employees in the State Subordinate Service who apply under this category are exempted from the minimum General Educational qualification and also from the maximum age limit prescribed for the post. 4. The Commission will conduct a competitive test for Direct Recruitment and By Transfer candidates. Based on the marks secured by the candidates in the test, separate Ranked Lists will be prepared for Direct Recruitment and Recruitment By Transfer in respect of each District. 5. The rules regarding the reservation of appointment contemplated in the Rules 14 to 17 of part II of the Kerala State and Subordinate Service Rules, 1958 are not applicable to appointment By Transfer. 6. Candidate who are eligible to apply for both Direct Recruitment and Recruitment By Transfer need not select the same District for both categories. But they should submit separate applications for each category even if they selected the same District. Candidates who are included in both the lists and advised from any one of the lists shall be deleted from the other lists. Note:- (1) Physically Handicapped Candidates are not eligible to apply for the post. (2) Candidates should furnish the full details regarding the Driving License and experience in driving in the relevant column (qualifications)of the application form. (3) A practical test will be conducted for the selection to this post. (4) Candidates called for Practical Test will have to produce a Medical certificate in the prescribed form in original containing all relevant details as required in para 7 (4) (except 4 (b) above from a Medical Officer not below the rank of an Assistant Surgeon. A Medical Certificate regarding eye sight from as Ophthalmologist in Government Service also will have to be produced. The prescribed from will be sent by the Direct Officer concerned to the candidates along with the admission tickets for practical test. (Form of Medical certificate is appended below of this notification.) (5) Candidates from the ranked list prepared in response to this notification will be advised for appointment as per turn against Head Quarters vacancies also. (6) Candidate should possess a current Driving License on entire stages of selection process. Probation: Every person appointed to the post shall, from the date on which he joins duty be on probation for a total period of 2 years on duty within a continuous period of three years.
