By transfer from among qualified employees of the General Education Department who are working as Clerk, Typist, Attender, Office Attendant, or Binder.

1) A degree in Malayalam or a degree with Malayalam as one of the optional subjects under the pattern of Part III and B.Ed/B.T/L.T conferred or recognized by the Universities in Kerala. OR Title of Oriental Learning in Malayalam awarded or recognized by the Universities in Kerala and Certificate in Language Teacher Training issued by the Commissioner for Government Examinations, Kerala. Note: Degrees/Diplomas awarded by Universities recognized by UGC or established by Parliament/State Legislature as per G.O.(MS) No. 526/PD dated 17.07.1965 are acceptable. 2) Must have passed the Kerala Teacher Eligibility Test (K-TET) for this post conducted by the Government of Kerala. Exemptions: 1. Candidates who have acquired CTET/NET/SET/M.Phil/Ph.D in the relevant subject and M.Ed in any subject are exempted from the requirement of passing the TET (G.O. (P) No. 145/16/G.Edn. dated 30.08.2016, G.O. (P) No. 206/16/G.Edn. dated 08.12.2016, G.O. (P) No. 15/2020/G.Edn. dated 09.10.2020). 2. As per the circular dated 09.03.2018 (1866829/J3/2017/G.Edn), CTET Category I is accepted for KTET Category I, and CTET Elementary Stage is accepted for KTET Category II. CTET is not accepted for KTET Category III and IV. Notes: i) M.Phil degree in the relevant subject must be from a University recognized by the Government of Kerala. ii) Candidates with Post Graduate Degree in Malayalam and B.Ed/B.T/L.T can apply. iii) B.Ed must be in the relevant subject (Malayalam). iv) The optional subject studied for the degree/post-graduate degree and the subject in which B.Ed/B.T was obtained must be mentioned in the application. v) Employees of the General Education Department working as Clerk, Typist, Attender, Office Attendant, or Binder who entered service before 31.03.2012 are exempted from passing K-TET.

i) Applications must be submitted online through the Commission's website www.keralapsc.gov.in via One Time Registration. ii) In the absence of qualified candidates for appointment by transfer, vacancies will be filled from the ranked list prepared for direct recruitment. iii) Candidates must be a Full Member or Approved Probationer in the Kerala General Education Subordinate Service as of the date of application. iv) Separate ranked lists will be prepared for each district. The list will remain in force for a minimum of one year and a maximum of three years. v) Candidates must apply for only one district and mention the district name in the specified column. Multiple applications will lead to rejection. vi) Selection is based on G.O. (MS) No. 154/71/PD dated 27.05.1971. Candidates appointed cannot transfer to another district for 5 years. Transfers after 5 years are subject to G.O. (MS) No. 4/61/PD dated 02.01.1961. Those already working in the same post in any district in Government service are not eligible to apply. vii) Reservation rules under KS & SSR Part II Rules 14-17 are not applicable as this is a by-transfer appointment. vi) KS & SSR Part II Rule 10(a)(ii) is applicable. vii) Higher qualifications recognized by the Government as equivalent to the prescribed qualifications are acceptable. 3) Candidates must have not less than 5 years of service as Clerk, Typist, Attender, Office Attendant, or Binder in the General Education Department as of the date of application. A service certificate in the prescribed format must be produced when required by the Commission.
