Qualifications
Candidates applying under this category should have the prescribed qualification as SSLC. Applications are invited from low paid employees of the GCDA for appointment as Lower Division Clerk/Bill Collector in the 10% of vacancies arising the cadre of Lower Division clerk in GCDA reserved for persons holding posts having scale of pay below Rs.5250-8390 in GCDA as per GO(MS)313/2005/LSGD dtd 26.10.2005. a) Candidates holding low paid posts in GCDA including part time contingent subordinate service in the scale of pay lower than Rs.5250-8390 can apply for the above post. The applicant should be an approved probationer /full member of the GCDA. The applicant should obtain a certificate from the Head of Office showing their service particulars in the from given below and produce the same as and when required by the commission. Persons appointed through employment exchange or otherwise and working on a temporary /provisional basis are not eligible to apply for the post in response to the notification.
Notes
(i) A separate Ranked list for in- service personnel shall be prepared on merit basis and candidates advised strictly on the basis of merit without following the rules of reservation. (ii) Candidates who secure not less than 40% marks in the Test for by transfer recruitment alone will be eligible to be included in the Ranked list for recruitment by transfer. In the case of candidates included in the Ranked list prepared for recruitment by transfer who could not secure appointment before the expiry of the Ranked list the names of such candidates will be included in the new Ranked list meant for by transfer appointment drawn up by the commission. Subsequently in the same order and they will be advised for appointment accordingly. (iii) The Kerala Public Service Commission shall have the power to cancel the advice for appointment of any candidates to the above post, if it is subsequently found that such advise was made under some mistake. On such cancellation the appointing authority shall terminate the service of candidate, provided that, the cancellation of advice for appointment by the Commission and subsequent termination of service of the candidate by the appointing authority shall be made with in the period of probation or 240 days from the date of joining duty whichever is earlier. b) The candidates in this category are not entitled to the benefit of physically handicapped candidates c) The Commission will conduct competitive test and based on the marks secured by the candidates in the test, a Ranked list will be prepared. Candidates who secure not less than 40% marks in the test are eligible to be included in the Ranked list. d) 10% of the vacancies which are reported to the Public Service Commission from the GCDA will be filled up by the candidates selected from low paid employees from GCDA. The rules regarding the reservation of appointment contemplated in the Rules 14-17 of Part II of the Kerala State and Subordinate Service Rules, 1958 are not applicable to this appointment. If sufficient number of candidates are not available to fill up the 10 % reservation 'quota' mentioned above such vacancies will be filled up by the candidates included in the Ranked list prepared for open quota. In case the candidates included the ranked list could not secure appointment before the expiry of the ranked list, the names of such candidates will be included at the top of the new ranked list of low paid employees drawn up by the commission subsequently in the same order and they will be advised for appointment accordingly (vide GO(P) No.39/89/P&ARD dtd 8.12.89.
