Recruitment by transfer from among the employees who have completed the prescribed service and who are working as Clerk/ Typist/Attender/Office Attendant/Binder in the General Education Department.

1. A Bachelors Degree with Mathematics or Statistics as Main Subject and B.Ed/B.T in the concerned subjects conferred or recognized by the Universities in Kerala. (link : https://www.keralapsc.gov.in/sites/default/files/inline-files/circular_12_18_1.pdf Note : The Degrees/Diplomas awarded by UGC approved Universities or Institutions established through an Act passed by Parliament/State Legislature Assembly in accordance with the conditions laid down in G.O(MS) No.526/65/PD dated 17.07.1965 are acceptable for appointment in Government Services. 2. Must have passed the Kerala Teacher Eligibility Test(K-TET) for this post conducted by the Government of Kerala. Exemption : 1. Candidates who have qualified CTET/NET/SET/M.Phil/Ph.D in the respective subjects /M.Ed in any subject are exempted from acquiring TET(G.O.(P)No.145/16/G.Edn. Dated 30.08.16. G.O.(P)No.206/16/G.Edn. Dated 08.12.2016 and G.O(P)No.15/2020/G.Edn. Dated 9.10.20). 2. As per the conditions laid down in Government Circular No.1866829/J3/2017/G.Edn.Dated 09.03.2018 those who passes CTET primary stage and CTET Elementary stage were excluded from KTET Cat.I & KTET Cat.II respectively. Also CTET qualification can't be considered as an alternative qualification for KTET Cat.III and Cat.IV. 3. Candidates should have service not less than 5 years as clerk/ Typist/ Attender/ Office Attendant/ Binder in the General Education Department as on the date of application.

(i) Candidates shall apply online only by One Time Registration to www.keralapsc.gov.in. Applications submitted in any other manner will be summarily rejected. (ii) In the absence of suitable candidates, the vacancies set apart for By Transfer recruitment shall be filled up by the candidates from the Ranked List prepared for Direct recruitment. (iii) The applicant should be an approved probationer/Full member of the Kerala General Education subordinate service as on the date of application. (iv) Separate Ranked Lists will be prepared for each district in pursuance of this notification. The Ranked list thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said list will continue to be in force till the publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the vacancies reported during the currency of the list. (v) The selection in pursuance of this notification will be made on a revenue district basis, subject to the special conditions laid down in G.O (MS) No. 154/71/PD dated, 27.05.1971. A candidate advised for appointment in one revenue district from the Ranked List prepared is not eligible for transfer to another district unless he or she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after five years, it will be subject to the rules in G.O(MS) No.4/61/PD dated, 02.01.1961. Candidates already in Government service holding the same post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified. (vi) Applications should not be submitted to more than one district in response to this notification. If applications are submitted contrary to the above direction, and if he/she is selected, his/her name will be removed from the Ranked List and disciplinary action will be taken against him/her. Candidates should submit the application for this post to the concerned district office and should note the name of the district against the relevant column of the online application. (vii) The rules regarding the reservation of appointment contemplated in Rule 14 to 17 in Part II of the KS & SSR are not applicable to recruitment by transfer. (viii) M.Phil in the concerned subject be the one awarded by any of the Universities in Kerala or recognised as equivalent by any of the Universities in Kerala. (ix) The employees of the General Education Department who entered service before 31.03.2012 and have completed the prescribed period of service as Clerk/Typist/Attender/Office Attendant/Binder are exempted from acquiring KTET qualification. (x) Post Graduates in Mathematics/Statistics with B.Ed/BT in the concerned subject will also eligible to apply for the post. (xi) Diploma in Rural Service awarded by the National Council for Rural Higher Education will also be treated as equivalent to Degree for the above purpose. (xii) The candidates who have acquired B.Sc Ed in Physics, Chemistry, Mathematics stream conducted by the Regional Institute of Education, Mysore of NCERT are also eligible to apply for the post.[G.O(P)No.117/13/G.Edn dated 30.03.13] (xiii) The disciplines in which B.Sc/M.Sc and B.Ed/B.T Degree were obtained should be mentioned in the application. (xiv) If there is a written (Descriptive/OMR) Test the Question paper will be in Malayalam. The candidates should answer the questions in Malayalam. In the case of OMR Answer Script, answers are to be marked as instructed. (xv) Rule 10(a) ii of part II of KS&SSR is applicable for this post. (xvi) In addition to the qualifications prescribed in this notification, qualifications declared by the Government as equivalent qualifications through Executive/Standing Orders and higher qualifications with prescribed qualification as basic qualification will be accepted. Government Orders regarding equivalent/higher qualification shall be produced as and when called for by the Commission. (xvii) Documents to prove qualification , date of birth and service have to be produced as and when called for. Candidates should keep a Service Certificate (in original) in the form prescribed below from the Head of Office/Department and produce as and when called for.
