18-36. Candidates should be born between 02.01.1985 and 01.01.2003 (both dates included). (Relaxation in upper age limit for SC/ST and other backward communities as per rules). Note: The upper age limit shall in no case exceed 50 (fifty) years. For special relaxations in upper age limit, refer to Part II of the General Conditions of this notification.

1) Must have passed 7th Standard (New) or equivalent examination. 2) Must have passed Madras Government Technical Examination (M.G.T.E) or Kerala Government Technical Examination (K.G.T.E) in Book Binding (Lower). 3) Must be an Ex-Serviceman. Notes: 1) Candidates with 18 months experience in Book Binding in a Government Department or Registered Institution will also be considered. Such candidates must prove their proficiency in Book Binding through a practical test conducted by the PSC. 2) 'Registered Institution' means an institution/company/society registered under the Companies Act, Charitable Societies Act, Co-operative Societies Act, or small scale industrial units registered with the Industries Commissioner (SSI), or any institution/company/society/unit with appointment eligibility under any Act approved by the Government. The experience certificate must be in the prescribed format provided in the notification. 3) K.S&S.S.R Part II Rule 10 (a) ii is applicable. 4) Candidates claiming equivalent qualification must produce the Government Order proving the equivalency at the time of verification. 5) 4% of vacancies are reserved for Differently Abled candidates (Locomotor Disability/Cerebral Palsy, Hearing Impairment, Low Vision, Autism, etc.). Refer to G.O.(P) No. 19/2020/SJD dated 25/8/2020.

i) Applications must be submitted online through the Commission's website www.keralapsc.gov.in. Applications submitted otherwise will be summarily rejected. ii) A separate rank list will be prepared for the district. The rank list will be in force for a minimum period of one year and a maximum of three years. If a new rank list is published after one year, the old list will cease to exist. Appointments will be made from the list for the vacancies reported during its validity. If no one is advised from the list within 3 years, the validity may be extended for one more year or until a candidate is selected, whichever is earlier. iii) Selection is district-wise as per G.O.(MS) 154/71/PD dated 27.05.71. Candidates selected cannot request transfer to another district for 5 years from the date of joining. Transfers after 5 years are subject to G.O.(P) No. 36/91/P&ARD dated 02.12.1991. Candidates already in Government service in the same post in any district are not eligible to apply. iv) Candidates must apply to the Kollam district only and specify the district name in the designated column. v) If the caste/community recorded in the SSLC book differs from the application, it must be notified in the Gazette. Caste certificate/Non-Creamy Layer certificate from the Revenue Authority must be produced along with the Gazette notification during one-time verification or when required by the Commission. 11) If a written/OMR/online test is conducted, candidates must confirm their participation through their One Time Registration profile. Only those who confirm will be able to download the Admission Ticket 15 days before the exam. Failure to confirm will lead to rejection of the application. KPSC Rules of Procedure Rule 22 applies to candidates who provide false information regarding qualifications/experience and fail to appear for the exam after confirmation.
