Direct Recruitment (From Ex-servicemen candidates belonging to Scheduled Caste reservation community only).

21-44. Candidates born between 02.01.1980 and 01.01.2003 (both dates included) are eligible to apply for this post [including the relaxation as per para 2 (i) of General Conditions under Part II]. Note:- For concessions allowed in upper age limit, subject to the condition that the maximum age limit shall in no case exceed 50 years of age, please see para 2 of general condition under Part II of this notification.

(i) Literacy in Malayalam, Tamil or Kannada. (ii) Must possess current Motor Driving Licence with endorsement for driving heavy duty vehicles and Motor Cycle and three years experience in driving heavy duty vehicles either Military or Civil. Note: 1) Driving License issued after 16.01.1979 must have endorsement both for Heavy Goods and Heavy Passenger Vehicles and applications with only one endorsement will be summarily rejected (Vide amendment No. 47/78 to the Motor Vehicles Act). 2) Proficiency in driving Heavy Duty Vehicles will have to be proved through a practical test including 'T' Test and Road Test conducted by P.S.C. Those who pass 'T' Test will alone be permitted for Road Test. 3) Rule 10 (a)(ii) of Part II of KS & SSR is applicable. 4) In addition to the qualifications prescribed in the notification, the qualifications recognized by executive orders or standing orders of Government as equivalent to a qualification specified for a post, in the Special Rules and such of those qualifications which pre-suppose the acquisition of the lower qualification prescribed for the post, shall also be sufficient for the post. The copy of the Government Orders declaring equivalent/higher qualifications shall be produced as and when required by the Commission. (iii) Medical Fitness:- (a) Ear - Hearing should be perfect. (b) Eye - Distant vision: 6/6 Snellen (Right eye), 6/6 Snellen (Left eye); Near vision: 0.5 snellen (Right eye), 0.5 snellen (Left eye); Colour Vision: Normal; Night blindness: Nil (c) Muscles and joints - No paralysis and all joints must be capable of free movements. (d) Nervous System - Perfectly normal and free from any infectious diseases. (iv) Candidate should be Ex-Servicemen/Disembodied Territorial Army personnel (Discharge Certificate and Pension payment order should be produced as and when called for). (v) Candidates who claim Experience qualification, should obtain Experience Certificate in the format given below. Candidates should upload original Experience Certificate in the prescribed format while submitting the application and produce the same as and when called for by the Commission.

(i) This is the second NCA Notification for the post in Thrissur, Kottayam and Palakkad districts due to the non availability of SC candidates in response to the 1st NCA Notification issued vide Cat.No.478/2022 in the Gazette dated 15/11/2022. (ii) Ranked Lists will be prepared for the above mentioned districts in pursuance of this notification. NCA Ranked List thus prepared and published as per this notification shall remain in force until candidates are advised and appointed against the vacancies earmarked for the above community, but remain unfilled due to paucity of candidates during the currency of the ranked list published for the post. (iii) The selection in pursuance of this notification will be made on a revenue district basis, subject to the special conditions laid down in G.O.(MS) No.154/71/PD dated, 27/05/1971. A candidate advised for appointment in one revenue district from the Ranked List prepared is not eligible for transfer to another district unless he/she completes five years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after five years, it will be subject to the rules in G.O.(P)No.36/91/P&ARD dated 02/12/1991. Candidates already in Government service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified. (iv) Applications submitted by candidates belonging to the community other than those notified will be summarily rejected. No rejection memo will be issued to those candidates. (1) Candidates applying for the post must be prepared to clean and oil the Motor Vehicles and the fact should be noted in the column related to qualification of the application form. (2) Selected candidates must be able to drive Light Duty Vehicles also. (3) Differently Abled candidates are not eligible to apply for the post. (4) Candidates should furnish the full details regarding the Driving Licence and experience in driving in the relevant column (qualifications) of the application form. (5) A practical test will be conducted for the selection to this post. In case the number of applications received for this post is unduly large, Written Test/OMR/Online Test will be conducted. Those who came out successful for the test will alone be called for the practical test. (6) Candidates called for the practical test will have to produce Medical certificate in the prescribed form in original containing all relevant details as required in para 7 (iii) above [except (iii) (b)] from a Medical Officer not below the rank of an Assistant Surgeon. A Medical Certificate regarding eye sight as per Para 7 (iii) (b) from an Ophthalmologist in Government Service also will have to be produced. (7) The date of entry in service, date of discharge from service and type of vehicles should be shown in the Experience Certificate. If still in service, the fact should also be mentioned. (8) Candidates from the ranked list prepared in response to this notification will be advised for appointment as per turn against Headquarters vacancy also. (9) Candidate should possess valid Driving Licence and badge throughout all the stages of selection process i.e., on the last date of receipt of application, OMR Test / Online Test, Practical Test, OTV and Interview. Probation:- Every person appointed to the post shall, from the date on which he joins duty be on probation for a total period of 2 years on duty within a continuous period of three years.
