By Transfer from any other class or category in the general subordinate service or from any other service. Note :- (i) Appointment by transfer and by Direct Recruitment shall be made in the ratio of 1:3. In the absence of suitable candidates for appointment by transfer, the vacancy shall be filled up by direct recruitment. (ii). Candidates holding low paid posts in Kerala State Subordinate service (including part time contingent subordinate service) in the scale of pay lower than Rs 9190 – 15780/- can apply for the above post. The applicant should be an approved probationer/full member of the subordinate service. The applicant should obtain a certificate from the Head of Office showing their service particulars in the form given below and produce the same as and when required by the Commission. Persons appointed through Employment Exchange or otherwise and working on a temporary/provisional basis are not eligible to apply for the post in response to this notification.

1.A Pass in Standard VII/III Forum. 2.Must posses valid Driving Licence of three years standing to drive Medium/Heavy Good/Passenger Motor Vehicle with badge. 3.Proficiency in Driving-Medium/Heavy goods/ passenger motor vehicles which is to be proved in a practical test conducted by KPSC during the course of selection. Note:-(a) Proficiency in driving Heavy Duty Vehicles will have to be proved in a practical test including H.Test and Road Test. Those who pass H.Test are eligible for Road Test. (b) Candidates should possess current Driving Licence on the entire stage of selection. 4 . Medical Fitness :- (a) Ear – Hearing should be perfect. (b) Eye- Distant Vision : 6/6 Snellen Near Vision : 0.5 Snellen Colour Vision : Normal Night blindness : Nil (c ) Muscles and joints : No paralysis, all joints with free movement. (d) Nervous System : Perfectly normal and free from any infectious diseases.

(i) Conventional type application will be summarily rejected. Candidates shall apply only through online application available at the Kerala Public Service Commission website. (ii) Separate Ranked list will be prepared for each districts in pursuance of this notification. The Ranked Lists thus prepared and published by the Commission, shall remain in force for a minimum period of one year, subject to the condition that the said lists will continue to be in force till the publication of new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment in the ratio of 1:3 for by transfer and Direct recruitment against the aforesaid vacancies and also against the vacancies, if any, reported during the currency of the lists. In case no candidates is advised from the ranked list till the expiry of the period of three years the duration of the Ranked List shall be extended for a further period of one year or till atleast one candidates is advised from the list whichever is earlier. In the absence of suitable candidates for appointment by transfer the vacancy shall be filled up by Direct recruitment. (iii) Applications should not be submitted to more than one district in response to this notification. If applications are submitted contrary to the above direction and if he/she is selected his/her name will be removed from the Ranked List and disciplinary action will be taken against him/her. Candidates should note the name of the concerned District against the relevant column of the online application. Candidate who submit applications for recruitment by transfer should furnish a service certificate in original attested from the Head of the office at the time of sending application and produced as and when required by the commission. (iv) The selection in pursuance of the notification will be made on a Revenue District basis, subject to the special conditions laid down in G.O.(MS) No. 154/71/PD dated 27.05.1971. A candidate advised for appointment in one Revenue district from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(MS)No. 4/61/PD dated, 02.01.1961. Candidates already in Government Service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified. (iii). The Commission will conduct a practical test for By Transfer candidates and separate ranked lists will be prepared for Recruitment by Transfer in respect of each district. (iv). The rules regarding the reservation of appointment contemplated in the Rules 14to 17 of Part II of Kerala State and Subordinate Service Rules 1958 are not applicable to appointment by transfer. Note :- 1 Physically Handicapped candidates are not eligible to apply for the post. 2 Candidates should furnish the full details regarding the Driving Licence and experience in driving in the relevant column (qualifications) of the application form. 3 A practical test will be conducted for the selection to this post. 4 Candidates called for practical Test will have to produce a Medical Certificate in the prescribed form in original containing all relevant details as required in para 7(4) (except 4(b) above from a Medical Officer not below the rank of an Assistant Surgeon. A Medical certificate regarding eye sight from an Ophthalmologist in Government Service also will have to be produced. 5 Candidates from the ranked list prepared in response to this notification will be advised for appointment as per turn against Head Quarters vacancies also. 6 Candidates should possess a current Driving Licence on the entire stage of selection process i.e on the date of application and on the date of practical Test and Interview. Probation : Every person appointed to the post shall, from the date on which he joins duty be on probation for a total period of 2 years on duty within a continuous period of three years.
