I. Category No.101/2014: Direct Recruitment - Anticipated vacancies II Category No 102/2014: Direct Recruitment from Departmental candidates of PWD only - 1 (One), (for appointment in PWD) III. Category No 103/2014: Direct Recruitment from Departmental candidates of Irrigation Department only: Anticipated vacancies (for appointment in Irrigation Department ) Appointment to Departmental Quota (Category II and III) will be made by Direct Recruitment from I and II Grade Draughtsman/Overseer and III Grade Overseers/Tracers who have rendered not less than 2 years service and clerks, Typists, Typist – Clerks or Confidential Assistants who have rendered not less than 6 years service in concerned Departments. (Candidates working in the above post on provisional basis are not eligible to apply for the post.)

For Direct Recruitment (Category I ): 21-40, only candidates born between 02/01/1974 and 01/01/1993 (both dates included) are eligible to apply for the post. (For conditions regarding age relaxation please See Para 2 of the General Conditions) For Departmental Quota (Category II and Category III) Must have completed 21 years as on 01.01.2014. The upper age limit is not applicable to these selections. But in no case, the upper age limit shall exceed 50 (fifty) years.

(A) Category I to III A (i) B Sc/B Tech Degree in Engineering (Civil) of the Kerala University or B.E Degree (Civil) of the Madras University or any other qualification recognised as equivalent thereto OR (ii) Associate Membership Diploma of the Institution of Engineers, India, in Civil Engineering or any other Diploma recognised as equivalent thereto OR (iii) Pass in sections ‘A’ and ‘B’ of the Associate Membership Examinations of the Institution of Engineers, India, in Civil Engineering. B. For Departmental Quota: (Category II and III )- In addition to the above, in the case of I & II Grade Draftsman/Overseer, III Grade Overseer/Tracers, they should have rendered not less than 2 years service in one or more categories in the concerned Departments and in the case of Clerks, Typist, Typist/Clerks and Confidential Assistants, they should have rendered not less than 6 years services in the respective categories in the Concerned Departments. Note: Such candidates should produce a Service Certificate (in original) obtained from the Head of Office/Department to prove the length of their service in the respective Category in the Concerned Departments as and when called for by the Commission. (Form of Service Certificate enclosed in Notification):

i) Rules of reservation prescribed in Rule 14 to 17 of Part II of Kerala State and Subordinate Service Rules, 1958 is not applicable to selection to the Departmental Quota (Category II & III) ii) The list of selected candidates published by the Commission in response to this notification shall remain in force for a minimum period of one year provide that the said list will continue to be in force till publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised from the said list against the vacancies that may be reported to the Commission in writing during the currency of the list. iii) Candidates appointed in the post should serve for four years within the first ten years of their service (including the period of training) in the Defence Service or Services connected with Defence in India or abroad if required. This compulsory service is not ordinarily applicable to those who have completed 40 years of age. iv) Separate Ranked List will be prepared for each category. For category I, the Ranked List shall be a common list for both PWD (Roads and Buildings) and Irrigation Department. Candidates will be advised from the list as per the requisition from both Departments. v) 3% of the vacancies shall be reserved for Physically Handicapped candidates (Category: Locomotor disability/Cerebral Palsy, Low Vision, Hearing Impairment) for recruitment to the post as per GO (P) No.61/2012/SWD dated 17.10.2012 except Departmental Quota.
