1 By - Transfer recruitment from among the employees of Municipal Common Service who have completed 3 (three) or more years of service as on or before 27.10.2022 in the posts carrying the scale of pay of Upper Division Clerk or in any post carrying higher scale of pay than that of Upper Division Clerk. (CATEGORY NO: 039/2026) 2 By - Transfer recruitment from among the employees of Urban Affairs Department who have completed the service of 3 (three) or more years as on or before 27.10.2022 in the posts carrying the scale of pay of Upper Division Clerk or in any post carrying higher scale of pay than that of Upper Division Clerk. (CATEGORY NO: 040/2026)

Age Limit is not applicable for By Transfer appointment from among the qualified employees of Municipal Common Service and Urban Affairs Department.

I. For By Transfer Recruitment from among the employees of Municipal Common Service (1) Degree in any discipline from a recognized university and Kerala and Kerala Municipal Test. II. For By Transfer Recruitment from among the Employees of Urban Affairs Department (1) Degree in any discipline from a recognized university and Account Test (Lower).

Note :By Transfer recruitment as per this notification is Specialy enabled by Rule 12(2) of Special Rule GO(P)NO.74/2022/LSGD Dated.27/10/2022. (1) Applicants should produce a Service Certificate in the form prescribed below from the Head of Office and the same shall be uploaded in their profile and the original shall be produced as and when required by the Commission. (2) KS & SSR Part II Rule 10 (a) (ii) is applicable. (3) The rules regarding the reservation of appointment contemplated in Rule 14 to 17 in Part II of the K.S. & S.S.R. are not applicable to Recruitment by transfer. (4) In addition to the qualifications prescribed in the notification, the qualifications recognized by Executive Orders or Standing Orders of Government as equivalent to a qualification specified for a post, in the Special Rules and such of those qualifications which pre suppose the acquisition of the lower qualification prescribed for the post, shall also be sufficient for the post. The copy of the Government Orders declaring equivalent / higher qualifications shall be produced as and when required by the Commission. (5) Those Candidates who submit application claiming Equivalent/Higher Qualifications shall produce the relevant Government Order/Equivalency Certificate at the time of verification. (6) The Degrees/ Diplomas awarded by UGC approved Universities or Institutions established through an Act passed by Parliament/ State Legislative Assembly in accordance with the conditions laid down in G.O.(MS)No. 526/PD dated 17.07.1965 are acceptable for appointment in Government Services. Probation : Every person appointed to the post shall from the date on which he/she joins duty be on probation for a total period of two years on duty within a continuous period of three years.
